What is an Overwired Panel?
An overwired panel is one that contains more circuits than it is rated to handle. Usually it is because too many single-pole breakers (single circuit) have been replaced with tandem breakers (two circuits). To be clear, tandem breakers are not the same as high-amp double-pole breakers. Each panel has a label that states how many circuits the panel can accommodate.

There is an easy solution. You can have an electrican add a subpanel that holds a few more slots. Another solution is to replace the panel with one that has a larger capacity. Discuss the options with your electrician to see which will be the best choice for you.
