A brief reduction in voltage is called a sag or dip. Usually it lasts for only a second or two, but some are as short as tens of milliseconds. Longer periods of voltage highs and lows are called undervoltage and overvoltage.
These dips are caused by sudden increases in loads like short circuits, motors starting, electric heaters turning on, or loose connections. These occur in circuits with poor or damaged voltage regulators, but there can be other causes as well
